The charity bank of medicines is a new program which completes the TSSU system.
The creation of de CBM has been ordered by President Zine El Abidin Ben Ali. It represents a new mechanism of social solidarity in the field of health for the benefit of disadvantaged people and low income how don’t have sufficient health coverage.
This mechanism aim at reducing health burdens on beneficiaries who are mainly:
Free medical treatment cardholders Reduced rate care cardholders The elderly residing in the centres for protection of seniors The beneficiaries TSSU social service.
Act No 32 of 13 May 2008 amending and supplementing Act No 55 of 3 August 1973, which organizes the profession of pharmacist.
Decree No 2704 of 28 July 2008 laying down the conditions and methods of donations of medicines for free distribution by the associations.
CBM has obtained approval by the Ministry of Public Health (Ministerial Decree No 3368, 29 August 2008) which defines the conditions for compliance with the requirements of the specifications relating to wholesale pharmacies.
Determination of needs: The needs for drugs are determined in coordination with departments under the Ministry of Public Health, namely:
Directorate of Pharmacy and Medicine (DPM). Hospital pharmacists and pharmacists Groupings of basic health. Directorate of Pharmaceutical Inspection.
Sources of funding :
The lists of drugs are provided from local agencies and foreign donors.
At local level Manufacturers and owners of laboratories Central Pharmacy of Tunisia Wholesale drug distributors
From abroad : Manufacturers and owners of laboratories worldwide. Agencies and institutions operating in the pharmaceuticals sector.
The Bank is managed according to clear and strict terms and conditions, since the drugs are delicate products that directly affect citizen’s health and safety.
TSSU employs skilled human resources that meet the requirements of the activity.
Each drug box includes a bar code specifically indicating that it is a "gift". The premises of the Bank have adequate equipment and a functional system.
The CBM also has appropriate refrigeration and transportation equipment. Storage space meets the conditions required by the regulations governing the preservation and storage of medicines.
On the other hand, receipt of drugs is based on specific procedures: Expiry date The appearance (proper packaging) The conditions of transport (especially vaccines and insulin)
Registration of donation in the system. Editing a bar code Guarantee of product traceability indicating that it is a gift from the TSSU and for non-commercial use Label the bar code. Storage: Control of storage conditions (storage – temperature ….)
Medicines are distributed to :
Centres for the Protection of the Elderly. Seniors at home through the mobile teams of TSSU. Caravans of Health. Centres for Basic Health.
